Modern Slavery in the European Transport Industry, Ukraine War and Refugee Crisis

Already since 2020, the industry association Camion Pro e.V. and Camion Pro international (Switzerland), together with Professor Ki-Hoon Lee from Griffith University, Sydney, and Dr Wolfram Groschopf from the Institute for Transport Economics and Logistics at the Vienna University of Economics and Business Administration, have conducted several studies on modern slavery and working conditions in the European transport industry and their influence on supply chains. In addition, a current study sheds light on the situation of refugee truck drivers against the backdrop of the Ukraine war.

On 26 April 2022 in Munich, which will be broadcast simultaneously online, the responsible persons will present the results of their studies. During the symposium, representatives from politics, business, authorities and trade unions will also comment on the study results.

About the studies

Since 2020, Camion Pro has been in contact via social media with several thousand truck drivers from Ukraine and Belarus, some of whom are significantly affected by exploitation and illegal employment in Germany.

Together with Professor Ki-Hoon Lee from Griffith University, Sydney, and Dr Wolfram Groschopf, Institute for Transport Economics and Logistics at the Vienna University of Economics and Business Administration, Camion Pro 2020 has prepared a study entitled "Modern slavery and working conditions in the European trucking industry - a growing threat to supply chain", which will soon be published by the scientific publisher Springer Nature.

Together with these experts, Camion Pro prepared another, more in-depth study in 2021, which focused particularly on the mechanisms of exploitation by Eastern European haulage companies. Specifically, this second study examined the conditions with regard to human rights and the rule of law using the example of over 1000 truck drivers employed by Lithuanian haulage companies.

In parallel, the industry association spent several weeks in the Baltic States conducting on-site research. Camion Pro confronted Lithuanian trade unions, employers' associations, labour lawyers, drivers and companies with the research results. Their opinions were also included in the study.

Due to the war in Ukraine, the studies take on a special significance, as many Ukrainian drivers are among the refugees. The association has therefore conducted another study together with the Vienna University of Economics and Business Administration on the situation of refugees and their integration opportunities with German transport companies.

The results of the studies and research show that we in Germany and Western Europe are not only affected by social dumping, but have a serious problem with modern slavery on our motorways and at the loading ramps. This will be the content of the symposium and the subsequent panel discussion.
